The Most Reverend Dr. Jeffrey A. Moore born a native of our Nation’s Capital, Washington, DC.  Dr. Moore was raised in a Christ-centered family moved by God-fearing Grandparents, baptized at age 8 and attended church regularly at Tenth Street Baptist Church in Washington, DC.  He attended and served as a Junior Deacon at his uncle’s church, Gethsemane Baptist Church,also in Washington, DC.  Dr. Moore received his calling to the Gospel ministry and began classes at the Washington Bible College of Lanham, Maryland before accepting his calling and being licensed into the Gospel ministry in April, 1992 by the Ebenezer Baptist Church of Occoquan, Virginia under the leadership of Reverend Charles Lundy.  After a move of God and relocation of the family to California, he was ordained by the Second Missionary Baptist church of Oceanside, California under the leadership of Reverend W.W. Wright in 1995.  
Dr. Moore is one of the most dynamic, anointed and gifted preachers, God has truly equipped him to be a voice for “a changing generation.”  He has always been an intense student of the bible and annually attends expository preaching, church planting, and Sunday School development training conferences and workshops in his personal pursuit to “strive for excellence.”  He is married to the former Mary Louise Edwards of Jackson, North Carolina and they have six lovely children and five wonderfully blessed grandchildren.  
Dr. Moore is the founder and senior pastor of the New Birth Baptist Church in Vista (formerly Greater Antioch Baptist Church) since 1998, after establishing the gospel service at Kinser in Okinawa, Japan. Under his leadership, the church body continues to grow from membership to discipleship and is truly blessed by God to be a culturally diverse place of worship for all people.  The church receiving its charter from God being birthed from the model set in Acts 11:26, the membership has a genuine desire for the Word of God to guide their daily lives and to lift up other by sharing a “loving” spirit as given by our church mission and motto…”with love and kindness, I have drawn you” (Jeremiah 31:3).  Dr. Moore believes that the power of God can only be magnified if the church works as one, unified body with God’s vision for the church being their ultimate objective, operating as a team in all aspects of ministry. 
Dr. Moore’s visionary insight from God has allowed for the development of evangelism, discipleship, mission outreach and educational programs. After serving in the Marine Corps and retiring with over 20 years of leadership experience, Dr. Moore’s primary concern is equipping God’s people through education and biblical training.  Dr. Moore’s burning desire for people caused the instituting of several Christian education classes that include discipleship training and bible studies to empower people with the truth and move of God.  The church also operates a fully accredited Christian University and has adopted two Adult Care facilities for outreach ministry; as well as, birthed new church ministries in Escondido, California,  Accra, Ghana, Nairobi, Kenya and other areas as the seed of the Gospel spreads worldwide.  
In December 2011, New Birth will be relocating into their newly constructed building in Oceanside, California.
Dr. Moore has connected the church with the community by being involved in such organizations as the Vista Community Clinic where he is the co-founder and Executive Board member of the North County African American Health Coalition (NCAAHC); Faith Based Community Development Corporation, NAACP, United Ministerial Coalition, Vista Methamphetamine Strike Force, San Diego Southern Baptist Convention, and Faith Works (PICO affiliate), where he served as Vice-President and is currently on the Board of Directors. 
Dr. Moore served as the General Overseer, Western-Pacific Region (CA, AZ, OR, WA, NV, AK and HI) and Director of International Global Missions and Affairs for the Kingdom Destiny Fellowship International (KDFI) mentoring Pastors worldwide in countries such as Africa, Bahammas, Belize, Brazil, Caribbean, Far East Asia, Guatemala, Italy, Japan, London-England, Pakistan, Philippines, and Trinidad. 
Dr. Moore was consecrated to the Bishophric in July 2011 and reaffirmed in Baltimore, MD on 26 August 2011.   Bishop Moore holds an earned Doctoral Degree in Theology awarded with honors Summa Cum Laude.  He is an alumnus of Chaminade University of Honolulu, Liberty University, Park University and Crenshaw Christian Leadership University.  He is finishing the writing of his first book to be published by Destiny Images Publishing and plans to pursue another doctoral degree in the immediate future  and has already began work on his next book.   
Bishop Moore now serves as the Founder and International Presiding Bishop of the New Birth Global Fellowship, a network fellowship of gospel ministers  and churches globally.  He is the Spiritual covering and mentor to international operations in Africa, Central America, Cuba, Europe, Far East Asia, South Asia and South America transforming and encouraging the lives of over 400 Men and Women of the Gospel .  He serves on the Boards of several interdenominational and ecclesiastical organizations.  His vision is to connect Christians of all walks of life in a covenant relationship with other Christians, businesses and resources. 
He is also Bishop of International Operations for the Global Harvest Covenant Network and serves as First Presiding Bishop for the International Bishop's Council in South Africa.
